The federal government also wants to drive forward the nationwide expansion of gigabit-capable Internet connections for all private households and companies in Germany. The Act to Facilitate the Expansion of Digital High-Speed Networks (DigiNetzG) came into force on November 10, 2016, and is being continuously amended. For example, the previous take-up threshold of 30 Mbit/s was increased to 100 Mbit/s at the end of 2021.
The federal government has installed a separate funding program for broadband expansion in areas where expansion is not profitable.

Applications for funding to support gigabit roll-out can be submitted under the federal government's gray area funding program by municipalities, rural districts, municipal special-purpose associations, other local authorities, and companies that are exclusively publicly owned.

How to get the cable into the ground.
Various laying techniques are used for the expansion of telecommunications infrastructures. The "classic methods" include the open trench method, the flush drilling method, the press drilling method, the plowing method or the above-ground laying method.
Relatively new is the trenching process as an innovative laying technique. Thanks to its efficiency, it is also recommended by the German Federal Ministry of Digital Affairs and Transport.

Which laying technology makes sense always depends on the constraints and application scenarios. Surface conditions, existing infrastructures and the length of the line to be laid are decisive criteria for deciding which technology is preferable. can preferably be used. Open trench construction
Open trench construction is a typical method for laying supply and disposal lines underground. In this process, the surface (soil, asphalt, paving, sidewalk slabs) is opened or reclaimed and a trench is excavated, which is then backfilled. The open trench construction method is used in all topological scenarios and is basically feasible for all types of surfaces.

Trenching is the process of cutting or sawing a slot in a road surface, asphalt sidewalk, asphalt bicycle path, or unpaved surface. is milled or sawed into which buried micro-pipes are inserted. The slot is closed immediately afterwards with a filling compound. Depending on the width of the slot or trench, a distinction is made between nano (up to 2 cm), micro (8 cm to 12 cm), mini (12 cm to 20 cm) or macro trenching (20 cm to 30 cm).
Advantages:
Compared to open trench construction, trenching offers the advantage of significantly shorter construction times and thus significantly lower construction costs. Due to the fast backfilling of the road body, traffic disruptions can be reduced.

Horizontal flush drilling method
The horizontal flush drilling method makes it possible to lay cable protection pipes without trenching. The method is often used for crossing obstacles such as river courses, avenues (tree protection), railroad tracks or for laying telecommunications lines in sidewalks and bike paths.
The horizontal directional drilling method is carried out at different maximum depths depending on the drilling rig used. Small drilling rigs reach depths of up to 10 m, while large drilling rigs with drilling lengths of up to 2 km can reach depths of 300 m and more.

The horizontal directional drilling method saves costs, effort, time and reduces the impact on residents and road users.

Press drilling (earth rocket technology)
In press drilling (earth rocket technology), a pneumatically driven ground displacement hammer (earth rocket) is driven through the ground by means of compressed air. In the same operation, a protective tube is pulled through the resulting earth tube in the forward or return flow of the rocket.
The earth rocket technique allows underground laying without opening the surface. To avoid bulging of the ground surface, the cover height must be at least ten times the diameter of the earth rocket.
The method allows laying on lengths of up to 50 m with diameters of 65 - 180 mm.

Ploughing method
In the plowing method, a laying plow is pulled through the soil with the help of a tractor. The flexible empty pipe is laid in the furrow created. The excavated soil can easily be brought back in and compacted.
Empty pipes with an outer diameter of up to 250 mm and at a maximum depth of 2 m can be laid.
The lack of pipe channel bedding - and the associated latent external force effect on the laid pipeline - has proved unproblematic in practice. Traffic loads of up to 60 t total load (SLW 60) with a cover height of over 0.9 m are possible without any problems.
Micro cable tube composites are particularly suitable for this installation technique due to their flexibility and delivery option on drums.

Laying in the sewer
When laying empty conduits and fiber optic cables in sewers, a general distinction is made between two installation scenarios: direct installation in the sewer and installation as part of sewer rehabilitation.
Depending on the diameter and condition of the sewer, different installation methods are used, such as the use of tension rings, anchors or hose and short liners.
Depending on the installation method and technical condition, both operated and decommissioned wastewater systems are suitable.
In non-accessible sewers with a diameter of 20 cm or more (DN 200), direct installation is carried out by means of a laying robot, for example. In walkable sewers, pipes are laid manually.
The technical suitability and condition of the wastewater facilities must be checked for all processes. Installation must be coordinated with the wastewater company.

Above ground construction of telecommunication lines
The above-ground installation of telecommunications lines by means of poles is one of the cost-reducing installation methods. Above-ground installation of telecommunications lines can be an alternative, especially in rural areas and for bridging longer distances. The method can be used for infrastructures such as FTTx3, Hybrid Fiber Coax (HFC) or for connecting mobile base stations.
